| Putting 12 volts to the valve and hearing it operate doesn't mean that the valve is good or the ecu is bad. You should have voltage to it at all times except when the ignition is cranked. So before you start the car, turn the key to ON and you should have battery voltage on one pin at the valve. Even when the valve is operating you should still see battery voltage on the one side. So an easy check is to turn the key to ON and then disconnect the connector at the valve. You should hear it open and close when you hook and unhook the connector. If you don't hear it then disconnect the connector and check continuity between the non-hot side to ecu pin 4. Also check the seating of the ecu connector on that side and pop the ecu cover to see if the pin didn't get pushed back inside the ecu.
